Roblox Restricts Access for Under-13s to Boost Safety

Roblox is significantly tightening its platform restrictions for younger users, moving to block children under 13 from accessing unrated experiences, social hangouts, and tools that allow for unmoderated 2D user creations. These updates follow a series of external reports and mounting scrutiny regarding the platform’s ability to protect preteens from grooming, abusive behavior, and inappropriate content.

The platform announced the policy shift in a communication to developers this Wednesday. By default, players aged 12 and younger will soon be prevented from discovering or launching any experience that has not been assigned an age rating. This move aims to curb exposure to environments where moderation has historically been difficult to enforce.

New Requirements for Creators

To keep their content accessible to the under-13 demographic, developers must now complete a mandatory questionnaire via the Creator Hub. Starting December 3, creators are required to categorize their experiences to ensure they align with “All Ages” or “9+” guidelines. While these categories may still host mild fantasy violence or crude humor, they are strictly prohibited from featuring gambling-related content.

The rollout of these enforcement measures is scheduled for next year. Beyond the classification system, specific restrictions are taking effect sooner:

• Social Hangouts: Access to these spaces, often criticized for oversight gaps, will be restricted for users under 13.
• 2D Creation Tools: As of November 18, experiences that allow for free-form 2D drawing or writing—which can bypass traditional moderation—will be off-limits to younger players.

Focus on Age-Appropriate Content

Despite these bans, Roblox maintains that younger users will retain access to specific categories of play. The platform highlighted that role-playing games, where children adopt personas like police officers or teachers, remain permitted. Additionally, activities involving 3D assets that have undergone Roblox moderation, such as building with blocks or designing digital outfits, will continue to be available.

These initiatives are part of a broader safety strategy that recently introduced parental permission requirements for chat functionalities for those under 13. Furthermore, players younger than 9 now require guardian approval to access content labeled as having “moderate” intensity. Simultaneously, the company is testing an age-verification feature that utilizes government-issued identification to confirm users are over 13.
