FTC Chair Andrew Ferguson expressed frustration regarding the company’s conduct, noting that StubHub had previously voiced public support for all-in pricing rules. The agency alleges that the company intentionally delayed compliance to gain a competitive edge during the NFL’s regular-season schedule release.

“StubHub chose to slow-walk compliance with the rule in part because the NFL was about to release its regular-season schedule,” Ferguson stated in his official response. He characterized the NFL schedule drop as a “99th percentile traffic event” for the platform, suggesting that executives prioritized potential profits over regulatory adherence.

Resolution and Consumer Refunds

The FTC issued a formal warning letter to StubHub on May 14, 2025, with the company rectifying the display issues the following day. The $10 million settlement is earmarked to provide refunds to consumers who were impacted during that three-day window of noncompliance.

A spokesperson for StubHub disputed the FTC’s characterization of the event while confirming the financial resolution:
