TikTok Restores Services After Major Winter Storm Outage

TikTok confirmed on Sunday that its platform functionality has been fully restored for its U.S. user base, which exceeds 220 million people. The social media giant experienced significant service disruptions last week, stemming from infrastructure failures triggered by severe winter weather.

Data Center Failure Impacts Millions

The technical difficulties were traced to a primary U.S. data center facility managed by Oracle. According to the company, the winter storm caused a power failure that crippled network and storage systems, affecting tens of thousands of servers essential to TikTok’s operations.

Users reported a variety of issues during the downtime, including:

  • Inability to post new content or search for videos.
  • Significant delays in app load times and connection time-outs.
  • Discrepancies in real-time metrics, such as video view counts and “likes.”
  • Creators reporting instances where their posts displayed zero views.

In a statement posted on X, the company explained: “We have successfully restored TikTok back to normal after a significant outage caused by winter weather took down a primary U.S. data center site operated by Oracle.”

Ownership Transition and Market Competition

The technical instability arrived just as the platform completed a major structural transition. In January, the U.S. finalized an agreement establishing a new entity for the app, with an investor consortium known as TikTok USDS acquiring a controlling 80% stake. ByteDance retains the remaining 20% interest.

The timing of the outage, coupled with the organizational shift, provided an opening for rival social platforms to capture frustrated users. Data from the analyst firm Appfigures highlights significant growth for competitors during the period:

  • Skylight: The Mark Cuban-backed short-video platform, built on the AT protocol, grew its user base to over 380,000 during the week the ownership deal concluded.
  • UpScrolled: Developed by technologist Issam Hijazi, the app saw 41,000 downloads in just a few days, rising to the number two spot in the U.S. social media category on the App Store.
