Bluesky Releases First Transparency Report Amid User Surge

Bluesky has published its first-ever comprehensive transparency report, offering a detailed look into the platform’s moderation efforts, regulatory compliance, and security initiatives throughout 2025. The document highlights how the decentralized social network managed a period of rapid expansion while balancing content safety and increasing legal scrutiny.

The startup, which operates as a competitor to X and Threads, saw its user base grow by nearly 60% in 2025, reaching 41.2 million accounts. This figure encompasses both users on Bluesky’s native infrastructure and those participating via the AT Protocol.

As the platform expanded, so did the volume of activity. Users generated 1.41 billion posts over the year—representing 61% of the site’s historical content—with 235 million of those posts containing media.

Moderation and User Reports

The company recorded 9.97 million user reports in 2025, a 54% increase from the 6.48 million reports filed in 2024. While the raw numbers rose, Bluesky emphasized that this growth rate aligned closely with its 57% expansion in total users during the same period. Approximately 3% of the user base, or 1.24 million individuals, actively participated in reporting content.

The primary reasons for user reports included:

  • Misleading content (including spam): 43.73%
  • Harassment: 19.93%
  • Sexual content: 13.54%
  • Other (violence, self-harm, site rule violations): 22.14%

Bluesky noted significant success with a new system designed to mitigate antisocial behavior. By identifying toxic replies and placing them behind an additional click, the platform saw a 79% reduction in daily reports related to such conduct.

Beyond user-driven moderation, the company’s automated systems and staff ramped up enforcement actions. Bluesky removed 3,619 accounts suspected of being part of influence operations, largely attributed to networks originating from Russia.

The platform also experienced a sharp rise in legal requests from government bodies and law enforcement, which surged fivefold to 1,470 in 2025, compared to 238 in the previous year.

In terms of content management, the report indicates a preference for labeling over total removal. While the company took down 2.44 million items last year, it applied 16.49 million content labels—a 200% year-over-year increase. These labels were primarily used to manage adult or suggestive content, allowing users to maintain control over their individual viewing experiences.
