Inside the New US TikTok: Who Really Owns the App?
ByteDance, the China-based parent company of TikTok, has officially transitioned its American operations into a standalone entity named TikTok USDS Joint Venture LLC. This structural overhaul follows federal mandates enacted in 2024, which compelled the company to decouple its U.S. presence from Chinese control to address long-standing national security and data privacy concerns.

Under the new ownership framework, non-Chinese investors now control approximately 80% of the U.S. business, while ByteDance retains a 19.9% minority stake. This joint venture is responsible for managing content moderation, software security, and data protection, while licensing the core recommendation algorithm from its former parent firm.
The Controlling Investor Group
Three primary entities anchor the new structure, each holding a 15% stake in the U.S. operations, collectively representing 45% of the business:
- Oracle: Serving as the primary security partner, the cloud computing giant is tasked with auditing TikTok’s compliance with U.S. regulations and managing local user data. Larry Ellison, Oracle’s co-founder and CTO, maintains a significant influence over the firm’s strategic direction.
- MGX: An AI-focused investment firm based in the UAE, created by Mubadala and G42. MGX has become a major player in global technology, backing companies like xAI and OpenAI, and is involved in massive data center initiatives alongside Oracle.
- Silver Lake: A prominent U.S. private equity firm with a history of major tech investments, including Tesla and Dell Technologies. Its involvement provides both capital and strategic oversight for the platform’s future.

Beyond the three lead firms, a diverse group of international investors and family offices holds the remaining interest in the venture:
- Dell Family Office: The personal investment vehicle of Michael Dell.
- Vastmere Strategic Investments: Tied to Jeff Yass’s Susquehanna International Group (SIG).
- Alpha Wave Partners: Known for its stakes in SpaceX and Klarna.
- Virgo LI: The investment arm linked to Yuri Milner, an early investor in social media giants like Facebook and Twitter.
- NJJ Capital: The family office of French telecommunications mogul Xavier Niel.
- Revolution: The venture capital firm established by AOL co-founder Steve Case.
- Merritt Way: Managed by leadership from the San Francisco-based Dragoneer Investment Group.
- Via Nova: An affiliate of the global firm General Atlantic.
